Legal Framework
Law No. 58/2022 – Law on the Functioning of Technology and Science Parks
Law No. 58/2022 "On the establishment, organization and functioning of technology and science parks" is the core legal framework in Albania governing the creation, organization and operation of technology and science parks, with the aim of fostering high-technology development, research, innovation, and the creation of qualified jobs.
The law sets out the rules and procedures for establishing such structures, the criteria for selecting park developers and users, as well as fiscal and organizational incentives intended to attract investment and support research and development activities. These parks provide a favorable environment for both local and foreign investors to develop innovative and technological activities in the country.

CMD No. 185, dated 27 March 2024, is a decision of the Council of Ministers approving the establishment of the technology and science park Durana Tech Park in Xhafzotaj, Municipality of Durrës, as well as the transfer of certain state-owned properties from the Albanian Radio and Television to the administration of the Ministry of Economy, Culture and Innovation for use in the creation of this park.
Through this decision, a land plot with a surface area of approximately 140,400 m², along with other related parcels, is designated for the development of technological and innovative activities within the park. The decision also specifies the types of activities permitted within the park, such as software design and development, testing of information technology systems, design of communication systems, and other similar innovative activities.
This act serves as the administrative basis for the establishment of Durana Tech Park and enables the provision of fiscal and organizational incentives for investors operating within it, in implementation of Law No. 58/2022 "On the establishment, organization and functioning of technology and science parks."
